Have you done a test of your Nat/Firewall settings?
You may have your receive ports blocked?
In advanced network settings, do you have
bind to local IP? Are you running an AV or Malware?

What is it actually doing? Did you allow Vuze through your firewall?
If you have an AV, is it blocking it? Have you tried changing the listening port
in Connections? did you Nat/Firewall test? |
