. . . attempting to purchase a year of Vuze Plus. . .  attempts to log in to PayPal. . . never resolves once login is submitted.

Cross-checked by logging straight in, works fine.  I do, however, use a PayPal authenticator card.   Any advice ?

Un-check the auto renew button and try again.
