I Have these Questions :

Is it posible to configure Vuze to share files only to the countries I want to?
It is posible to share only to one country?

You can select to upload only to peers from certain countries - see http://wiki.vuze.com/w/Speed_Limit_Sched...FPeer_Sets

I'd need to add an option to a peer-set to disconnect peers that get assigned to it - I'll take a look

Check the latest  beta, there's a right-click on the peer-set in the side bar that denotes the peers you don't want connections to and select

Execute On Assign->Delete
