Whenever I download, my CPU usage and disk usage goes to upwards of 90%+ with CPU hitting 100%. I'm not even downloading to C:\ either, rather to an external. Really don't know what's happening here, looked around and didn't find any solutions.

perhaps it's reoccurred or maybe a problem with W10. Are you using the latest java?
What have you tried yourself to resolve the issue?
have you re-booted your pc? Have you run a cleaning package acroos your system (CCleaner). Some sites I need to use have damned advertising script that often cause similar cpu & memory utilisation problems. My remedy for that is to use a cleaner package and ensure that file-slack and free-space are wiped. It takes roughly a minute per GB of space but it does the trick. Just clearing browser cache does not seem to solve the problem. If I stay clear of those sites and avoid adverting scripts that get loaded by pop-up and pop-unders, I don't have a problem.
