I have suspected it for over a month, and now I am sure. Win 10 does not allow me to automatically start my VPN on startup (freaking Microsoft!). Tonight I forgot to start it before starting Vuze, it was still downloading (albeit at a slower rate). What I thought were aberrations in the last month to two months are now finally proven. Binding leaks, period.
