You could also turn on logging (Tools->Options->Logging), open the Console View (Tools->Console) then start a torrent and see if any reasons are logged for connections either not being attempted or failing.

If you have configured your 'max connections per torrent' to be 0 (i.e. unlimited) under Tools->Options->Transfer then it seems that B10 broke things and is treating this as 0 when allocating out-going connections.

My 'max connections per torrent' was 0.
Vuze starts working again after the number is changed.
