Same issue here. Started happening after the latest vuze update. I uninstalled vuze reinstalled the latest version no change.

I had the same problem and I think I fixed it.  First I went to Control panel and then "Programs" and uninstalled any program I didn't recognize.  There was only one (sorry I don't remember the name).  Then I opened CC Cleaner (a free cleaner program that you can download) and cleaned out everything including my registry.  Since then I haven't had the pop up.  Of the two steps I think it was probably CC Cleaner that solved the problem but I can't be sure.

Hope this works for someone else.  Please post back and let me know.

Had the same problem today and found this article which helped me fix the problem!  Scroll down to Weekender78's post and follow another link to Vizu's website which provides an "opt-out", essentially just a cookie that tells the advertising fucntion on various programs (i.e. Vuze, Skype, etc) not to connect to the site any longer.  Hope this helps and good luck! :-)
