slow downloading and uploading

HI 

i have 200/5 Mbps 
net /server port test -ok
Speed Test - OK

For two weeks, Download well 10/5 MBps
Last two weeks download rate is very low  500Kbps / 100 kbps  Up very slow

There are many seed and many people present and software very slow, why?

 Now I see that links work in  10/5 MBps and  links to work in 500Kbps / 100 kbps with Up very slow 15kbps or 70kbps and i have 600kbps
why vuze Not up 600kbps ?
Is links blocked? Or remote? Or Network not Tuned?
Is there a problem with the regions in the world?
