i cant download no matter what i do help?

i was downloading at one point but now i cant download anything again the red angry face is present and the grey face as well that indicates my connection to the swarm is weak that sits on top of the red faces. how can i fix these issues to download again??? the download status stays at zero and keeps spinning but no progress is it a settings issue ??
