Hey,
I'm using Rogers with a wired connection and my downloads will go as high as 8MB/sec but then suddenly go to zero and fluctuate between the two off and on making for a very unstable download.
Does anyone know what the problem might be? I'm not really savvy on this so please explain in layman's terms, haha.
Any further information required, just post and ask.

Are you saving the download to a slow disk? If your disk can't keep up with the network download speed then you can end up with a fluctuating download. You could experiment by setting the download speed limit to, say, 2MB/sec and see if that causes stabilization.

Look in the status bar area at the bottom of Vuze, on the far right there are upload and download rate limits. Right-click on these to set limits (you want the download limit which is the left of the two with the down pointing arrow). Either type in 2000 (for around 2MB/sec) or use the slider to adjust it.

It does it no matter what disc/hard drive I download to. This has only been a recent phenomenon. It was working fine before

My Vuze is behaving very weirdly as well, lately. It downloads, but it just won't upload more than 50, 100 or at best 200 kB/s, and very irregularly. Most of the time it's just 0 B/s!
It started happening, as far as I know, when I went to the plugin to translate Vuze as usual, some days ago, and then a nice number of plugins were suddenly added to the downloaded torrents in the Library. Then I started noticing the problem.
I tried everything, all the same. The next I'm trying is uninstalling and reinstalling, but I'm seeing now I'm not the only one with the issue, so I doubt it will solve anything... Furthermore, I gave it a shot with the latest beta version, to no avail. Net status testing once gave a couple of errors, saying I couldn't connect with any peers... and BT speed test always fails, even in encrypted mode! NAT is OK, though...
Update: Today some Java error appeared saying it probably could be blocked by the firewall. Deleted Java from the exceptions and readded it, nothing changed. Finally tried a clean Vuze reinstall with the new released version, and the problem still persists! I don't know what more to do... All the faces are blue, upload speed is 0 B/s... :(

It's solved for me!
In my case, it was just I had only a few torrents, without many peers requesting much data from me... They were rare!
That's why my upload speed wasn't stable at the limit, as usual.
