Upload speeds tank when not actively downloading

I have 1MB/s limit on uploads and twice that overall upload bandwidth to support that ceiling. Whenever I'm downloading files, I can get upload speeds of 350 to 900 kB/s, but if I'm not actively downloading, my upload speeds tank (e.g., down to 80-150 kB/s). I've scoured the forums and changed numerous settings based on input I've found here, but nothing seems to improve upload speeds when I'm not actively downloading. I'd like my uploads to be 800+ kB/s ALL the time, espcially when I'm not downloading anything. ANY help would be greatly appreciated. I want to share, but it's not letting me and I feel certain there's something that can be done to remedy this. Thanks.

I think I fixed this through trial and error. I changed the following settings and it seems to have fixed my problem:

Queue > Max simultaneous downloads to 3, 
Queue > Max active torrents to 6
Queue > Min simultaneous downloads to 1
Transfer > Max upload slots per torrent default to 15
Transfer > Max connections per torrent default to 100
Transfer > Alternate default when seeding to 55
Transfer > Max connections globally to 360

I'm not sure what aspect of these changes was critical, but I'm now getting the upload speeds I desire when not downloading.
