I have never had this problem before and I haven't had any difficulties with any torrents I've downloaded since (concurrently).
I've been downloading a 60+GB torrent for a few weeks now. A seed rarely pops up but peers who have different sections of the torrent come and go often enough for me to keep trying. The problem is that it keeps stopping and starting for no apparent reason even when I'm connected to the peers who have the bits I want. Vuze also shows that these peers are choking me as well as being choked by me even when I have pieces they don't. I must say I find it all quite frustrating.

ISP's can start traffic shaping at any time. Maybe they were not shaping before. Maybe they only shape at certain times of the day. Maybe there is a certain country (or countries) which your ISP is specifically blocking and the seeds for the large torrent are all located in that/those country/countries. Maybe that large torrent is only using a tracker (not DHT and peer exchange) and the traffic shaping your ISP is using can only block traditional trackers and not DHT and or peer exchange. All of that has been known to happen before. Again take a look at the links I provided and see if that does any good. The steps suggested can often circumvent the problem.
If it does not . . . I can provide you with a link to test if your ISP is indeed traffic shaping. But the behavior you are describing sounds a lot like traffic shaping. ISP's do crazy stuff. Anyone who has been heavily invovled in torrenting has heard lots and lots of stories like the examples I gave.

It is [possible] kind of. But only in a very certain set of circumstances. Namely that one torrent is acting like a private torrent and the others are acting like public torrents. It is rare . . . but I have seen one case like that . . . I do not know . . . about 5 or 6 years ago. However, the steps outlined in that second link I posted . . . even if they do not directly help the issue you are having are all good things to try. They are certainly not going to hurt anything.
If that does not resolve the problem post back . . . I can not think of other things to try right now . . . but there is usually something else to try. LOL
