When a tracker site or vuze shows no seeds.  Does this mean none exist or none is online? thx

If your download is stuck the best way to see if there are any seeds out there is to have some patience. There maybe some that are queued and that will become active once they see that there is a peer in need of data - trackers only report currently active seeds. If you have a connection to another non-seed then it can exchange peers with you (for example, your torrent may reference tracker A (with no active seeds) but the other peer's may also reference tracker B that has seeds.) Also there's the DHT as a peer source.
