How can I ensure items remain in their tagged categories ?

How can I ensure items remain in their tagged categories?

Eg. all my items with the "downloading" tag / category currently also appear in my "new" tag category
[which previously only used to display completed downloads, but now displays both completed and all downloads in progress as well].

I have no idea how this happened, but it is bad for my ability to organize my files.

Still all my incomplete and unstarted downloads all appear in my "New" category for no reason I can find .
Very frustrating.
If anybody can offer any advice or things I could try to sort this out, I would be appreciative. Thanks.
