There is a 99.9% bug when restarting or restarting the Vuze Client after an abnormal termination, or if you stop and restart it.

Of course, the file is 100% complete.

Options > Start-up & Shutdown > Auto-pause/Resume = tick the tick-box for "Pause downloads on exit"
