I've read Vuze's VPN setup page and I've had it working fine but all of a sudden any new torrents I start won't download and I'm not sure if it's the VPN because it's binding fine and I still have a torrent in the middle of downloading without any errors.

What does the actual error message say next to the download? Also, upload limit of 5KB/sec? Really?

Lol I turned it down when troubleshooting some latency issues with one of my PC games the other day and I forgot to reset it to default. The error message wasn't showing up when I scrolled over it which was why I posted here but after restarting the PC it finally listed was going on. Out of all the things it was full storage space because it defaulted to a different drive.
