I've read a lot of different thoughts and major fixes on this issue.  I was hoping someone had a direct and hopefully simple answer as to what to do to bypass or stop them from slowing me down. I know that sometime the interent can be slow.  But other times it's so obvious.

Do I have to pay someone for a VPN in order to accomplish this?
