Columns blink when trying to resize

This is a very weird problem and, also, extremely hard to describe. I was trying to resize a column in the download panel because the data was not entirely visible. I could not go any further since the column started blinking like crazy, resizing itself many times per second. I tried other columns and got the same results. I even recorded a video -
